On what authority

Microsoft publishes no period after which a site should be reviewed, and provides site lifecycle policies precisely so that each organisation can choose its own. A year is ours: long enough that annual work has happened at least once, short enough that the people who know what the site was for are usually still reachable. An archive, a reference library or a site kept for a legal obligation can reasonably fail this rule for ever, and the organisation that decided that should record the decision rather than the rule.

This basis carries no external source, and that is the type saying so: a convention is this product's own threshold rather than a vendor's, and attaching a page that does not state it would be worse than admitting authorship.

What a pass does not establish

Somebody correcting one typo resets this to zero. A single edit satisfies the rule completely and says nothing about whether the site is used, read, or worth keeping, and the sites most worth reviewing are often the ones with one dutiful edit a year.

  • It reads writes, never reads. A reference site that hundreds of people open every week and nobody edits fails this rule, and failing it is the correct answer to the question asked: nobody has changed it. Whether that matters is not a question this evidence can answer.
  • The number of days is counted against the moment the evidence was collected, which is in the provenance beside it. The same document read a year later describes a gap that was true on the day, not today.
  • The rule reads `LastItemUserModifiedDate` rather than `LastItemModifiedDate`, and the difference is the whole rule. On a real tenant every site had been touched by a system process on the day of collection, while two of three had gone over a year without a person.
