contracts writes the bundle a consumer vendors: schemas, models, samples and
a manifest. A system that reads assessments can hold a copy of the contract it
was built against, instead of tracking this engine's source.

Why this exists as a command
Two systems agreeing on a document format need something to point at when they disagree. Vendoring the schemas at a known version gives the consumer that something, and it makes the coupling explicit: a consumer that has not re-vendored is a consumer built against an older contract, which is a fact anybody can check rather than an assumption.
